In almost every city in the world there are a couple of markets that sell what is known as fleece fabric. These are extremely cheap fabric. In fact most of them are export rejects. They would be damaged in some way or the other, but it is not noticeable as such.

Dealers of fleece fabric purchase their lots from textile manufacturers and wholesalers, as well as exporters. These maybe available in reels or then as cut-pieces. In fact all types of fabric are available in such market. One could purchase cotton, silk, satin, polyester, etc.
 

In India a lot of people buy fleece fabric because of the price. The best of material could cost upto 50% less than what is available in shops.  As mentioned earlier, bulk export rejects are sold to vendors who put up stalls on the roadside. You can also bargain if you find that the material with its defects is not worth its price.

Textile manufacturers and exporters readily sell off fabric at extremely low rates because they need to empty out their storerooms. The damaged pieces maybe due to various reasons and are extremely minute. However, while exporting each piece is checked so minutely that no one is ready to take a risk and face the possibility of losing a client.
